The UN SDG emphasized the need for UHC prior to the COVID-19 pandemic. However, the pandemic has heightened the urgency for UHC and created a suitable climate to leapfrog health systems around the world through UHC-oriented programs & initiatives. Our aim is to strengthen the fabric and foundation of local health systems. We do this in two ways.Firstly, by helping governments and institutions articulate their UHC ambitions into concrete plans, and find answers to questions such as ‘what to prioritize in the short-mid term?’, ‘What competencies to get around the table or where to find them?’ and ‘How to qualify risks in the UHC context and manage them?’. Secondly, by driving holistic and more integrated solutions to local health systems before the next waves of health crisis hit. To achieve this, we work with diverse teams of professionals and partners to bridge the cultural or communication gaps to consumers and introduce a truly international perspective to drive optimal outcomes in local health systems. Our Products’ portfolio includes the digital Hospital, an offline medical record card, and the AR Guide for smart medical equipment maintenance. Prior and current projects with customers have entailed the development of smart solutions to manage the penetration of healthcare services. This, to prolong the exploitation of public health assets in medical facilities in emerging countries. Our Scope cuts across the 7 foundational pillars of health systems, including material care (equipment, technology & infrastructure), medicinal care (pharma & labs), medical care (human capital), financial care, institutional care (policy capital), patient care and family care. We aim for smart solutions to enable sustainability and scalability to drive outcomes at scale.
Your Challenge
Objective 1: To map the data investments since 2017 and to document the progress that has been made in data use for country programs at the country level as a result of all data related investments.•
Objective 2: To identify, using a health system strengthening perspective, gaps and the areas of weakness/challenge that need to be overcome to improve use of data for decision-making at the country level for country programs as well as country-level factors (e.g. data quality issue, programme and national reporting systems alignment) hindering and enhancing data-driven decision making4• Objective 3: To identify potential scalable activities in data-driven decision-making at country level and document the areas of good practices and concrete examples, including the lessons learned (positive and negative) from the recommendations and implementation status of recent reviews and evaluations on data use, as well as from COVID-19 related data initiatives and from community- based data collection, in decision-making at the country level.•
Objective 4: To build on these findings, enriched by a desk-review of published literature findings and partners case studies, and to provide recommendations on how the model can effectively support data-driven decision-making at country level
Your Responsibilities The TERG is looking for a team composed of a senior team leader who has robust evaluation management skills and experience, with a good understanding of global health partner organizations; and of experienced evaluators who together combine a good understanding of the or similar organizations; extensive experience in public health, including health systems and HIV/TB/malaria; and strong understanding of partnerships and aid coordination in global public health, as well as data-driven decision making challenges at country level. An ideal team should include members who are from and working in grant implementing countries. A successful vendor under this RFP may be required to work with other teams that are undertaking TERG work to strengthen this evaluation. As explained above, the tight timeline for this evaluation requires having a strong team with several qualified consultants able to undertake several parallel work streams and countries while working collaboratively to deliver a solid final report in a timely manner.All proposed members should sign letters individually on their availability for this work and describe any actual, potential or perceived Conflict of Interest, which should be included in proposals. A management plan should be included when there is actual, potential or perceived Conflict of Interest.
Team Leader15-20 years’ experience in work related to health and development, including cross-agency work experience at a strategic level. Extensive experience in complex reviews/evaluations on health systems and at least one of HIV, TB and malaria; Expertise in and in-depth understanding of data-driven decision-making challenges at country level and for country programs.Advanced experience in evaluating development programs and respective funding/delivery arrangements in the international health arena; Demonstrated experience in developing and delivering strategic recommendations at the executive level of similar organizations. Experience of assessment of organizational policies, initiatives and procedures.Experience or understanding of grant processes and arrangement, e.g., CCM, funding request, grant making, and grant implementation processes is an asset.
Team members a. Advanced experience (at least 10 years) in evaluating development programs and respective funding/delivery arrangements in the international health domain. Specialist skills with experience in structured synthesis of information from a broad range of source materials and country case studies. Documented evidence of conducting evaluations related to healthsystems and data-use at country level as well as specificdiseases and partnerships. Advanced university degree or comparable training in public health,health policy and management, economics, health finance, medicine ora related area.Members who are from and working in grant implementingcountries will be desirable. In addition to the skills and qualifications listed above, all teammembers should have advanced professional proficiency in English, with clear and succinct writing as well as good interview and diplomatic skills. Other languages especially French, Spanish, Portuguese, Russian, and/or Arabic would be an added advantage, and may be required.
